We are part of a consortium (MAITS) partly funded by the European commission, and our project is to provide specifications and inplementation of APIs for multilingual telematic services. You can get more info on the URL: http://www.dkuug.dk/maits/ I would be very interested in getting more requirements for API specifications, as we are about to do the initial design of our APIs.
